CONCESSIONS IN MADEIRA SOUGHT.

London, February 28. Lord Denbigh; speaking , at? the. Colonial Isstituto, revealed that the : Germans early in 1906 were seeking conce?bions in Madeira. The German Ambassador told the Portuguese Government that unless the concessions were granted the Kaiser would send the navy up the-.Tagtis to Lisbon. The Portuguese Government cabled to England, and the' Admiralty prepared to mobilise; the Fleet; but changed the plan to an order tha't the Atlantic Fleet should steam to Portugal. Meanwhile the Kaiser had been informed through an undiplomatic source as to what had happened. Next day the German Ambassador notified Portugal that he had exceeded his .instruc-tions.—Aus.-N.Z.
