MARKED DECLINE IN BIRTHS. Tho most noticeable feature aboutthe vital statistics for the two months of tho vear already gone is the decline in tho birth rate. The figures may readjust; themselves over the whole year, but there was a fall of 38 births m tho month (compared with the corresponding month of last year).
