The Press welcomes him as Japan's most prominent figure.—Aus.-N.Z. Cable Assn. CASHING GERMAN-OWNED BOND COUPONS DUTCH PURSER ARRESTED. New York, February 19. The authorities have arrested Johannes Werkhoven, who is charged with bringing German-owned bond coupons to America for the purpose of cashing them. Werkhoven is purser of a Dutch ship. The authorities allege that he cashed three million dollars worth of bonds. Werkhoven contends that the bonds, are owned by a Dutch subject—Aus.-N.Z. Cablo Assn. FRENCH SOCIALISTS WILL BACK THE GOVERNMENT 4ND VOTE FOR THE WAR CREDITS. . Paris, February 19.
