Amsterdam, February 16. A Vienna message states that in accordance with the terms of peace with the Ukraine, Austro-Hungarian troops entered Brody. Thus the last big town in Eastern Galicia has reverted to' Austro-Hungary.—Renter.
MANIFESTO BY THE AUSTRIAN EMPEROB

Tho Austrian Emperor has issued n manifesto to his subjects on tho occasion of the declaration of peace with tho Ukraine, stating that when he came to the throne he felt himself in union with his people in a steadfast resolution to fight out the ytruggle that had been forced on them, till an honourable peace had been achieved. They had taken the first step towards the realisation, and ho trusted that a general peace would soon bo granted to suffering humanity.—United Service.
"KULTUR" OFFERED TO THE UKRAINE,

Besides sending a. commercial mission to Kieff,- Germany will offer the services of her professors in order to organise higher education in the Ukraine, and will also lend military instructors to supervise the reorganisation of the Army. Austria, Germany, and Turkey are appointing distinguished ambassadors at Kieff, and a German daily paper will start in Kieff on March I.—Aus.-N.Z. Cable Asn.
