- The rumours of Staff changes in the British command are ended to-day by the announcement that Sir William Robertson has resigned .his post as Chief of the Imperial Staff. He will be succeeded by Sir Henry Wilson. . Lord Sydenham, tho eminent publicist on strategical questions, states that the creation of the Allies' Supreme War Council was sound, especially in view of the menace in the West, as the situation which develops will call for swift and instant decisions. Further light on the .Tecent big raid by tho French in the Champagne region discloses the fact that the operation was of considerable importance, and was assisted by tho United States batteries. The suc- ■ cess of the raid was complete, and great tactical advantage resulted from the removal of a formidable salient on the line. There is yet no sign, of the preliminary skirmishing for the big battle on the German Western front. In Bussia, the situation grows more puzzling every day. Apparently Trotsky has failed to convince the Central Powers that his peace efforts are genuine. The German Press is suspicious, for there has been raised a general cry for ji resumption of hostilities ■.against Northern llussia in order to safeguard the Ukraine- wheat supplies. From other sources it is learned that Germany is merely 'waiting the exouse and the opportunity.
