4 FORECAST AND SUMMARY AT 4 P.M. YESTERDAY. Present indications are for moderate to strong southerly wiflde, and changeable weather, with scattered ehowers. The barometer has a rising tendency. A disturbance passed in the south during the week-end, and conditions have been unsettled, with rain generally. Strong northerly winds have given place to southerlies since Sunday night. D. O.
