At the last meeting of the Lyttelton Harbour Board Dr. Thacker drew attention to the very bad state of affairs existing in connection with passengers by the ferry steamer. Passengers would go down to Lyttelton at 4 p.m. and would become comfortably settled. About 6.30 p.m. down would come a Customhouse officer and all the people would have to go ashore, so that the officer could do his checking. It was iniquitous that people generally, and in some cases invalids, should have to leave the boat at the dictates of the officer in question. There was also a considerable danger to these people in the number of .trucks on tho move. Dr. Thacker stated that something should bo done in the matter at once. It was not the fault of the Union Comnany .which was always willing to facilitate matters, but the existing state of affairs was disgraceful."Lyttelton Times." BUILDING CONCRETE SHIPS IN AMERICA. Information haß been received in Sydney concerning the experiment inbuildjng concrete ships in America. The first concrete ship made a voyage of 2000, miles. This vessel was built for a Norwegian owner and has a displacement of übout 500 tons. She is driven by a heavy oil engine. She is made of structural steel and concrete, somewhat after the method' of building bridges. The vessel has answered every test most satisfactorily. The stability of the hull is not affected in the slightest by the vibrations of the engines mid the sides withstand the jamming' which a ship receives when berthne or docking. A 5000-ton concrete ship is now being built in the United States, and its builders believe that its rapidity of construction and cheapness, combined with the proved seagoing qualities, will revolutionise shipbuilding. WAIRAU DELAYED. A heavy sea was running on the Wairau bar yesterday morning when the Wairau arrived outside from Wellington, and as it did not moderate the vessel jut in to Picton and discharged her cargo She is due in Wellington this morning firm that port, and is to sail at 11 a.m. uj-day for Picton, discharging her cargo In time for her return to Wellington to-mo/rov naming. The Wairau iB to sail on Midday night for Blcuhoim.

Harrison, fourth officer, lias been engaged; Mr. It. Mentiplay, third engineer, has signed oil and his place has been filled by Mr. N. M. Wishart; Mr. Roberts has joined as as-sistant-purser. Captain W. ,T. Swales Eyre, lately in command of the Kakapo. has IcfD for bydney. Mr. 0. Burgess yesterday joined the Terawhiti as second officer for the special trip to Lyttelton with the. hulk Lilla. Mr. G. A. Bitson was engaged as Becoud engineer. Mr. J. W. Crotty, mate on the Kapuni, has signed off, and Mr. A. J. Holm has been engaged. Mr. J. Candlish haß joined the Mana as mate, relieving Mr. J. Connor. Mr. J. Ilearen, a wireless telegraphist, lias joined a special service steamer. Mr. R. Berryman, third officer on tho Tarawcra, has relieved Mr. J. Maiscy. who has come ashore. Mr. C. Le Grys, fourth engineer on the vessel, has signed off, and Mr. A. Bailes has been engaged. There has been bad weather on the east coast, and up till late yesterday afternoon Messrs. Johnston and Co. had not received word of the arrival of the Kalm at cither Castlepoint or Flat l'oint, where she is to load wool for Wellington. The John, which sailed yesterday for Wanganui, is due back here to-morrow, and on Monday will load for Lyttelton and rimaru. , Several dredges are to come to Wellington during the next month or two for their annual overhaul. Tho fir6t to arrive will be the Westport Harbour Board's Eileen Ward, which is duo here to go on the slip on Monday, February 25, and will be receiving attention for a week or so. The Northern Shipping Company's Rarawa is due at Wellington' on Friday, February 22, from New Plymouth, for e'eaning and painting. She will sail the same night for New Plymouth and Onehunga. The Maori did not arrive in Wellington until 10 a.m. yesterday, the reason for the delay being a shortage of firemen. While at Lyttelton the Wakatu went dn the slip for one day, and is not expected at Wellington until to-morrow. Mr. D; N. Ql'Millan, C.E., of Gisborno (says the "Times"), has brought out an 'ingenious invention which ho has named the "M'Millan self-propelling current dredger." The object of the to dredge up soft river bottoms, such as sand, silt, or gravel, into the current of tho stream, leaving tho .current to carry on tho spoil. This part of the scheme, of course, is not new, but Mr. M'Millan has added a self-propelling device which, to the layman, appears to work in the current of a rivor on much the' Bame principle as a "water wheel, hinged flanges catching the current and propelling the machine. A working model, which has ijiven nroffi'B- - and satisfactory results, nas been constructed, and two full-sized dredge" are now under construction.
