AMAZING GERMAN ACCOUNT OP RIOTS IN ENGLAND. London, February 7. A significant Gorman communique, intended to cheer the war-weary populace, gives an amazing account of strikes, leading to riots, in England throughout January. There is no shadow of truth in the reports.. The communique states: "Hardly a day passes without crowds in the towns coming into conflict with the police. A riot in London on January 17 is typical of affairs generally in England. Tho crowd fought and worsted the police, putting the latter to flight. A detachment of Scottish leoruits was summoned from the barracks at Shepherd's Bush, and ordered to fire on tho rioters in Oxford Street. Tho majority refused, and eighty of the Scottish soldiers were arrestee!. All the win* dows of Selfridge's Emporium _ were broken.
