A GERMAN WRITER'S ADMISSION. Amsterdam, February 4. Captain Persius, in pin article in the Prussian Year Boole, says: —"England cannot be starved. Even German official utterances confirm this view. But it may be possible so io reduce the enemy as to enable us to achieve a complete victory. This is still a heavy task, owing to the increased efficiency of the anti-submarine measures and tlio increased output of the enemy and neutral shipyards." —Aus.-N.Z. Cablo Assn.
