CONFERENCE OF SOVIET DELEGATES INTERNAL DIFFERENCES OVER THE WAR London, February 3. The "Daily Chronicle's" Petrograd correspondent states that the AIII Russian Conference of Soviets concluded on Friday. The members were ' greatly exhilarated bv the strikes in Germany, and claimed that tlie.y heralded a revolution in Middle Europe. The Bolsheviki are certain to retain power for the three months till the next conference. The heterogeneous anti-Gov-ernment block now consists of fewer than sixty, while two-thirds of the remaining eight hundred are Bolsheviks and Social Revolutionaries. There are many internal differences among the Bolsheviki; for instance, the Petrograd delegates at a recent caucus meeting urged the virtual acceptance of (itr- , many's terms.
