TROTSKY'S FANTASTIC FOREIGN POLICY. (Rec. February 2, 1.40 a.m.) Petrograd, January 31. •M. Trotsky refuses to" declari war on Rumania. The ' Republic, he says, is waging a civil war only against tlio Rumanian generals, capitalists, and bourgeoisie. "Wo are helping the Rumanians to cast off their fetters, and intend to form a connection with the Russo-Rumanian proletariat in Bessarabia under a democratic Government, ..provided with funds . from the Rumanian reserves seized in Moscow, but no mercy will be shown, ■ not a kopeck given, to the old Rumanian Government." Bolshevism is spreading rapidly in Siberia, where the workmen's organisations are embracing its tenetß.—"The Tiriies." LENIN FINANCES THE "RED ARMY." ' ■ London, January 31. A Russian -political decree by Lenin assigns 20,000,000 roubles (roughly, a million and a half, reckoned on the par of exchange some months ago, but since much reduced) for the organisation of the workmen's and peasants' "lied Army."—Aus.-N.Z. The Government has issued a manifesto explaining the raising of the new revolutionary army. It says: "Whereas the old army was a bourgeoise army, and an oppressive- instrument, the new army will be the nucleus of a world-wide social democratic instrument for the freedom of all democra-cies."—Aus.-N.Z. Cable Assn. THE WAR IN FINLAND * REIGN OF TERROR AT, HELSINGFORS. Stockholm, January 31. The Government has gone to North Finland, and-has dispatched the National Guards to Helsingsfors, where the revolutionaries' have established a Soviet Cabinet, with M,. Maner as Premier. The Red Guards and Russian soldiery are patrolling the town, which is under a reign of >terror. In a preliminary battle the National Guards were victorious, but more serious encounters are imminent.—"The Times." v TROTSKY DEPRECATES RUSSIAN INTERFERENCE. (Rec. February 1, 7.30 p.m.) Petrograd, January 31. M. Trotsky, in a letter to the President of the Finnish Senate, deprecates any.interference by the Russian troops in the Finnish civil'war. Admiralty, per Wireless Press: —"A Russian political statement from Brest Litovsk denounces Count Hertling's recent speech. It describes him as a Jesuit reactionary from head to foot, and a friend of the Junkers,and the clergy. It declares that the Entente's refusal tp enter into peace negotiations is sufficiently explained by the German Governments , : sejf-confessed annexationist aims.' 'The Entente Powers,' says the statement,> (are afraid to fall into the hands ofhigliwaymem':"—-Aus.-N.Z. Cable'Assn.'"* A HORRIBLE JEST GRISLY SURPRISE FOR THE BOLSHEVIK!. V Petrograd, January 31.' A horrible'jest was perpetrated at the expense of the Bolshcviki. A train arrived in Petrograd, and it was announced that it contained flour.
