, JAPAN READTTTO TAKE PROPER MEASURES. (Rec. January 2i', 5.5 p.m.) Tokio, January 25. Marshal Terauch, Prime Minister,in a speech, said: "Japan holds herself responsible for the maintenance of peace in the Far East. If peace is endangered Japan will not liesitate to take proper measures. I observe with anxiety the internal disorders in llus- , sia, which threaten the pcace of the Far East.
