PREPARATIONS TO LAND LARGE ARMY IN FRANCE. Washington, January 24. Mr. N. B. Baker, Secretary for War, stated that the Government' plans for sending a large army to Franco aro undergoing constant development. Ho would not discuss the numocr of men in France, but substantial progress had been made.
