QUARANTINED SOLDIERS

SOMETHING ABOUT THE CONTROIi A paragraph appeared in the Wellington papers a few days ago that at a meeting of the Returned Soldiers'Association nt Dunedin some strong criticisms were directed against the condition of affairs at Quarantine Island, Port Chalmers, which is the loctaion of tho hospital for venereal cases, as regards lack of sanitary precautions and other matters. In reply the Minister of Defence informed the speakers that up to Wednesday of last week the island had been under dual control, but was now solely within his jurisdiction, and if matters were as represented he promised'that there would be an alteration. In consequence of this statement the Minister of Public Health has requested the Deputy Chief • Health Officer,to report as to the relations of the Public Health Department to this institution, and in reply to his questions has received the following roport from, that officer:— .

(1) The medical officer of the institution is Captain Borrie, a Defence officer who ?lso is Port Health Officer ab Port Chalmers and the only medical man resident in the town. ' (2) The stores and other necessaries for the institution are purchased and paid for by the Defence Department. ' (3) The buildings being quarantine " buildings were 'under the control of the Publio Health Department, until required to house military venereal eases, but since being occupied by the military authorities all expenditure on tlie buildings has been borne by the Defence Department. Tho relationship between the two Departments has been that the staffing, medical treatment, discipline, rations, and general maintenance-have been administered bv the Defence Department, and in these matters the Public Health Department has taken no direct part. Jt will therefore be seen that there has been no dual control, and that the entire responsibility for the salutation and other matters complained of by the Returned Soldiers' Association rests with the Defence Department.
