EEFUSE TO WITHDRAW THEIR ARMIES THE BLOW IN THE WEST FRANCE READY FOR ALL EVENTUALITIES The negotiations between the Bolshevik delegates and the Germans at Brest Litovsk appear to be nearing their climax, and from . all accounts are not likely to culminate advantageously for the Russians. The enemy refuses to withdraw his forces from the occupied territories, an act which would itself amount to a huge annexation. British Labour has given the Bolshevik "Ambassador" in London a very cordial welcome to "its conference at Nottingham. The president's address was a good fighting, patriotio speech. The trouble in Austria seems to have died down, though the masses are still simmering for a boil-over.
