GENERAL SARRAIL INVOLVED IN SECRET COUP D'ETAT HOW THE INCRIMINATING SAFE WAS FOUND RELATIONS WITH GERMAN DIPLOMATS Paris, January 10. The excitement of the public continues, though the political adherents of Caillaux are markedly quieter sincc his arrest, and many of them aro showing a tendency to desert tho ex-Pre-mier. The safe in Florence (in which the papers were found that led to the arrest of Gaillaux) was discovered through the telegraph office receiving a message for transmission to Florence reading: "I forbid the safe being opened," and signed "Ravnourd." The censor received information that Caillaux had travelled in Italy under this name, and reported the fact to the authorities, who requested Italy to open the safe.

In the safe were found £10,000 in gold, some beautiful jewels, and also a list of Civil Servants to be dismissed if Caillaux returned to power, and a list of politicians tr> be rewarded. FURTHER DISCLOSURES FROM AMERICA Washington, January 16. The State Department has published correspondence between Count Bernstorff and the Berlin Foreign Office, dated .February 4, 1915, showing that Caillaux was intimate with the German Ambassador at Buenos Aires, and advising the Teuton Press not to praise Caillaux, but to treat him courteously, and also suegesting that Caillaux should leave Buenos Aires. Count Bernstorff urged .Germany to capture the steamer Uraguaya, which was leaving Buenos Aires' on January 30, 1915, carrying 31. Caillaux and also important papers. One of Bernstorff's messages quotes Caillaux as declaring that "England is struggling for her existence." January 18, 0.20 a.m.) London, January 17. The "Daily Chronicle's" Milan correspondent'states that the most important documents in Caillaux's safe covered a scheme for the utter overthrow of the constitution of France bj means of a coup d'etat. It is drafted throughout in Caillaux's handwriting, arranged noatly in articles and paragraphs, and bears his final signature. Appended is a long list of generals, senators, and deputies on whose active ! assistance Caillaux counted. General Sarrail (late commander in the Balkans) was to assume the military dictatorship, the first act of which would b'e to arrest MM. Poincare, Briand, and all others who figured prominently in tho government of France Bince the war.
