Speculation regarding the German offensive plans in. the West continues, tho latest being a statement by M. Marcel Hutin, in the "Echo do Paris." M. Hutin thinks that the blow will fall on the wings—at St. Mihiel and in Flanders—the German idea being to break through to Paris on the centre. In the meantime there is an urgent call for men from the British line. Sir Auckland Geddee, Di-rector-General of National Service, has introduced his Man-Power Bill in the House of Commons, backing the measure with an earnest appeal for men. The political situation in. Russia is again obscure, the only definite point being that internal strife is raging in the East. The Bolsheviki for the present appear to be masters of the situation. An interesting statement covering tho attack on the convoy off the north-east coast of Scotland has been made by the First Lord of the Admiralty (Sir Eric Geddes), the effect of it being that there was nothing wrong with Admiral Beatty's disposition of forces, the whole trouble arising from circumstances beyond his control.
