London, January 11. Rear-Admiral Fremantle is the only member of tbe new Board of Admire nlty who was not serving under SirJohn Jellicoe. Rear-Admiral Fremantlo is the Deputy Chief of Staff, vice RearAdmiral Sir Henry Oliver, who will .return to a sea command. Rear-Admiral Hope becomes the Deputy First Sea Lord. Roar-Admirals Heath, Halscy, and Tothill retain their positions. The creation of tho Air Council abolishes the Fifth Sea Lord. Sir Rosslyn Wemyss will exercise the double function of Chief of Staff and First Sea, Lord, and will deal with large questions ef policy, fleet distribution, and operations. The Deputy Chief of Staff will act in the ehiefV absence. Appointments will be determined bj merit and not by seniority.—Aus.-N.Z. Cable Assn,
