DOWNFALL OF PRUSSIAN MILITARISM THE'FIRST CONDI- ' TION OF PEACE. Washington, January 9. Congressmen and officials agree that the main purpose of President Wilson's Message is to bind Russia to the Allies. America's sympathy for Russia mav turn the balance in the Allies' favour. Mr. James Gerard (formerly American Ambassador in Berlin) considers the Message the greatest document that President Wilson has produced. Hβ thinks if should have a marked effect on tho people of Germany, and force the Government to reply. Mr. F C Penfield (who was American Ambassador at Vienna from July, ijij, until'the present year) says the speech will win many waverers m Austria. The "New York Times" commends the Message as a masterly statement, but emphasises that the first condition of peace must be the downfall of Prussian militarism. Mr. Lloyd George's statement in regard to Alsace is inadequate; President Wilson supplies the deficiency. Alsace must be. returned to i ranee. "Now that the war aims have been stated," adds the "Times, , let us combine all our resources in fighting the Germans."—Aus.-N-Z. Cable Assn.
