Mr. F C Penfield (who was American Ambassador at Vienna from July, ijij, until'the present year) says the speech will win many waverers m Austria. The "New York Times" commends the Message as a masterly statement, but emphasises that the first condition of peace must be the downfall of Prussian militarism. Mr. Lloyd George's statement in regard to Alsace is inadequate; President Wilson supplies the deficiency. Alsace must be. returned to i ranee.
