NEW "CIVIL LORD APPOINTED. London, January 9. The Admiralty announces '.hat Mr. Arthur IRrancis Pease Las been appointed ISbcond Civil Lord to the Admiralty. The new appointment is on account el the increased administrative work—Aus.-N.Z. Cable Assn.-Reuter.

Control of operatic Bis is divided between three bureaux, r.Bimely, Home Waters, Overseas, and Trade Protection. The First Sea, Lord is. concerned solely with large questions of naval\pohcy, the distribution and fighting efficiency of the Fie at, the general direction of war operations, and superintendence of th« Naval J Staff. Tho Deputy Chief of Naval Stsuff is solely concerned with operations ihi homo waters, without infringing on; tlio responsibility of the Commander-fin-Chief of the Grand Fleet.
