AN ASSOCIATION OF NATIONS TO ENFORCE COVENANTS

Washington, January 8. President Wilson lias outlined a- definite programme for a world peace, on the basis of Mr. Lloyd George's speech. The President insists on the evacuation and restoration of Belgium, Rumania, Serbia, and France, the evacuation of Russia, and the readjustment of the Italian frontier on the basis of nationality. Dr. Wilson expressed the fullest goodwill towards Russia. He declared that the wrong of Alsace-Lorraine must be righted, that plebiscites should be taken in the Connan colonies, and that there must be the autonomous development of Austria-Hungary, lie recommended aTiso l ute freedom of the eeas, disarmament, international free trade,' and the self-deter-mination of nations. The peaco of the world must, tho President declared, be based on diplomacy that is not secret. The Dardanelles must ho permanently opened. The independence of Poland must be secured. There must be an Association of Nations to enforce covenants. America will fight till a just and stable peace is ensured.—Aus.-N.Z. Cable Assn.
