President AVilson has outlined a definite programme of world ~ peace on the basis of Mr. Lloyd George's recent speech. Besides demanding the evacuation and restoration of territories occupied by ' the enemy and the creation of an Association of .Nations to enforce covenants, he declares that the Italian frontier must be readjusted on the basis of nationality and that the wrong of Alsace-Lor-raine must be righted, ' The British battles of 1917 aro reviewed by Sir Douglas Haig' in a dispatch which throws now ljght upon the splendid quality of the British troops and their remarkablo achievements in face of great mid largely unforeseen difficulties. Terribleconditions of want, starvation, and developing anarchy are reported in Russia, and the reigning conditions in Germany are also described as extremely bad.
