TURKEY OFFERS TO JOIN ALLIES ! ON RETURN OF CAPTURED TERRITORY THE NAVAL CHANGES An Amsterdam message Btates that Count Czenrin, on behalf of' the Central Empires, has replied to the Russian peace proposals. As he is reported, he expressed tho adhesion of the Central Powers to the doctrine of "no 'annexations and no indemnities," but evaded the Russian demand for a speedy evacuation of occupied Russian territory. The Turkish delegates who are conferring with, British representatives at Berne in regard to an exchange of prisoners are said to have been entrusted.by Enver Pasha with a proposal that Turkey should join the Allies, conditionally on her occupied territories being restored. There is little news from tlio war theatres,, but unsuccessful German attacks are reported on the Verdun front. American reports again , allege that Germany is preparing to launch a powerful offensive in the Western theatre, and also that tho German, concentration on the West front includes Austrians.
