The "Daily Chronicle's" Tbkio correspondent says tho gravest significance is attached to a eon^ulti■.ition between the Emperor, Viscount Matono, Foreign Minister, and the Eldest' Statesmen, Prince Yaniagata, General Matuishi, and Viscount Saionji.
