Tho "Matin" says that according to a trustworthy authority the peaco terms Gormany is drafting contemplate merely the status quo—the evacuation of occupied European territory, the restitution of her colonies, and the freedom of German commerce. The Turkish position is left obscure, with a view to securing England's attention. It has not yet been decided whother to negotiate or not to yield Alsace. United Service.
