What purports to bo an outline of the Kaiser's Christmas. peace terms, has been received through neutral diplomatic channels. ' It reads as follows:— . .'I Leave Alsace to a' plebiscite. Britain to pay Germany, for her lost African colonies, the" money to be use<l in the rehabilitation of Belgium and Serbia. Rumania, Northern France, and the Russian provinces bordering the Baltic to become independent under a German plan. Poland to be called an independent State under Austrian suzerainty. The questions "of disarmament and v the freedom of the seas and commerco to be left for the Peace Conference. • : Rumania.* Serbia, and ..Montenegro to retain their original boundaries!,' with the rislit of access to the sea granted to Serbia. ; • -■ I I Turkey to remain intact.—Aus.-N.Z.
