Tho statement in question challenged tho Ministerial claim that the number of volunteers had fallen short of the reinforcement requirements. Tho Magistrate dismissed the case, holding that tho defendant believed tho statement to be truo, though it was false and likely to affect the judgment of tho electors.—Press Assn.
