DR. CHAPPLE'S CLAUSE. (Rec. November 29, 3.10 p.m.) London, November 28. The Houso of Commons rejected the schedule embodying the machinery for Dr. W. A. Chappie's amendment, apparently nullifying the effect of the alternative vote clause.—Aus.-N.Z. Cable Assn. [It was reported yesterday that the House of Commons had considered the report stage of the Representation of the People Bill, and accepted Dr. W. A. Chappie's amendment adopting tho West Australian system of counting the alternative vote. The House passed the clauso granting the proxy vote, and also passed the soldiers' and sailors' vote. It was agreed to continue tho proxy vote- after the war. A clauso providing that all polls at a general election be held the same day was accepted.]
