AUSTRO-HUNGARIAN DELEGATIONS
FIRST MEETING SINCE THE WAR BEGAN. Berne, November 23. _ The Austrian and Hungarian Delegations are assombling, for the first time since the beginning of the war, on December 3.—Aus.-fTZ. Cablo Assn. [The "Delegations" are bodies in Austria and Hungary, the functions of which are to examine tlie requirements of- the services common to the two countries, and advise on the amount of money belonging to each. (Legislative power relating to common affairs, including the voting of the funds, is exercised by tho Parliaments.) The Delegations each consist of sixty members, of whom twenty are chosen from the Upper and forty from the Lower House of the Austrian and Hungarian Parliaments respectively. Those members, elected for a year, are summoned by the Emperor, and do their work independently, communicating tho results to each other in writing. If agreement is not reached after three deliberations a joint meeting is held and the question in disputo is settled by rote without further discussion.] j
