It is believed he has dono tins upon tho advice of the Japaneso Minister, and because tlio President's own share in tho intrigues against thd Cabinet has been revealed. It is alleged that tho President admits that lie instigated the Governors in Middle China to advocate a compromiso with the Southerners.
