AMERICA TO DEAL WITH SOAP-BOX ORATORS
After a. full Investigation of complaints, the Federal Grand Jury, finding that it ivas without power to stop "soap-box oratory." recently made a presentment on the. subject with the view of getting Congress to pass a statute malting wild talk by street speakers .1 crime. The presentment after pointing out that the present Criminal Code and revised statutes aro not "broad and specific enough to cover all sucli utterances," callc_d on Congress to enact "broad and smtablo statutes that will hereafter make it a crimo for all sncli persons found guilty of uttering seditious, treasonable, and disloyal statements calculated to cause disobedience of law."
