WAR FUNDS
RESTRICTIONS ON COLLECTING,
The Minister of Internal Affairs has issued a circular covering amendments to the War Funds Act, and m a memorandum attached he gives tha following directions "You will observe that the amendments made will ensure a more complete supervision over the various moans employed to raiso_ patnotio funds, and that a permit is now required, not only to solicit moneys, but also to receive contributions. "No entertainment, social, bazaar, or any like function to raise money for any purpose in connection with the war will henceforth be allowed without a special permit. Such permit will require that the proceeds of any sucn function shall be either paid into mi approved fund in the Dominion or remitted abroad through the Internal Af : fairs Department. , "It has been a common practice lor newspapers to publish appeals for various objects, which do not come within tho definition of 'Approved War Funds,' and largo amounts have been forwarded from New Zealand for expenditure on purposes outside the i/o----minion over wnich the Department had no means of exercising supervision, is important that henceforth newspapers receiving appeals on beliait or individuals or societies outside of the Dominion or from unapproved organisations within tho Dominion should submit such appeals to tho Department before publication is made. They would then be advised whether contributions should bo asked for, and also as to the particular society or channel through which tho moneys collected should be transmitted."
