[The Dutch export of gravel and sand to Germany has recently been the cause of 6crious trouble, owing to the endeavour of the British Government to hinder the traffic in material which it believed was used for tho construction of conorete defences on the battlefront. An effort to chock the trade was mado by cutting off cablo communication between Britain and Holland as a penalty. Holland agreed to stop the transit between August 15 and the early part of 1918. But without consulting Britain sho subsequently agreed with Germany to oontinue tho supply till November lo and then out it off till the middle of March.]
