Frostick, Canterbury Commissioner of tho Efficiency jloard, who has returned from Wellington, statee that the work done by the board ;it the last meeting was the most successful it had so far accomplished. Good prepress had been made, though in what directions he was not at liberty to say. Mr. Frostick remarked that the local com mittees were "beginning 'o realise that the board was quite a non-political body.
