UNDERSTANDING REACHED CONDITIONS ACCEPTED BY VON HERTLING (Uec. November 2, 11.40 p.m. ) Amsterdam, November 1. The "Cologne Gazette" states that Count von Hertling, yielding to the Kaiser's pressure, conferred with the Reichstag party leaders, reached an understanding and decided to accept the Chancellorship and the Prussian Premiership. The "Vossische Zeitung" states that Count von Hertling accepted the lieichstag members' conditions of prompt suffrage reform in Prussia, a mitigation of the politienl censorship and state_ of siege, and the adoption of a foreign policy in accordance with Germany's reply to the Pope's peace Note. Count Ton Hertling is having an au : dience with the Kaiser, who, it is understood, favours the Prussian suffrage pro-ject—Aus.-N.Z. Cable Assn. , ..
