BREACHES OF SHIPPING REGULATIONS

A voung man named Pfaff was convicted* and fined under the War Regulations to-day for issuing letters tending to interfere with the proper trading of an oversea vessel. The letters were found m the possession of two seamen who were arrested, and convicted of desertion. Notes were given recommending the seamen to persons in the-Beefton. district lor employment. The notes stated that the seamen were leaving a 'rummy ship. The ship was publicly etatad to w "black," and connected with the Australian strike. The defence was that there wa« no intention to do ft- wrongtin act, but the letters were given m good faith that the seamen had been legitimately discharged. • , , The case' against William Palmer, who had been sentenced bv Justices of the Peace to imprisonment for a.month lor boarding an oversea vessel -without the necessary permit was reheard. Inspector Cruicksliauk submitting that a charge under the War Regulations must be heard hv a Magistrate. Mr. Hutchison reserved his decision on a law point as to whether a second conviction can bo entered for the same offence.
