2000 MEN REFUSE TO GO TO FLANDERS

October 27, 5.50 p.m.) London, October 27.. lhe ' Daily Express's" Amsterdam correspondent states that two thousand infantry at C'ologno barracks were ordered to Flanders, but mutinied and disobeyed their colonel's orders, destroyed their rifles and equipment, and stoned the general commanding Cologne from tho barracks. Tho mutineers were arrested, "and twenty-sis were court-niartialled.—United Service.
AID. PANIC AT FRANKFORT. ' 1 Amsterdam, October 2G. Travellers from Frankfort state that the town is panic-stricken owing to the Allies' air reprisals. Travellers are not allowed to leave the hotels after 5 o'clock in the afternoon for five days, as Allied, air operations wore reported to be likely soon.—Aus.-N.Z. Cable Assn.
ACUTE DISTRESS. Washington, October 2G. The Allied air-raids are increasing the discontent. A recent raid on Essen killed 800 soldiers who were attending a oircus. Official adviceß show that political and economic distress exists in Germany, and that discontent is acute. Tho Socialists are most active, nnd threaten to tie up tho factories if the war extends into the winter. Thero hnvo been frequent uprisings in several* 1 districts, including Berlin, where the soldiers took part in them.
