Economic conditions in Constantinople, as well as inland, are extremely bad The temper of tho civilian population is rising, the morale of the arm is low In the rich agricultural provinces of Konia and Broussa the .Committee of Union and Progress is conducting a propaganda in favour of an earl,y peace. Recently tho Committee of Union aud Progress held a meeting at tho central offico at Constantinople, with Alidhat Slvuku Bey in the chair, and unanimously expressed tho feeling tint a spocdy peace is necessary in the interests of tho Turkish Empire, and appointed a deputation to inform the German Ambassador of the views of the committee; It was' also decided to ask Hussein Hilnii Pasha, the Ambassador at Vienna, to bring this question to the nptico of the Austrian Government. The deputation in question was in due course received by Baron von Kuhlinann.
