The German Government's proposal to reform the Prussian House of liOTds makes tho following allocation of seats, which is astounding in view of the previous announcement that the Government was willing to democratise the Parliamentary institutions:— Agriculture, 48 r commerce and industry, 48; trade, 12; labour, 24; education, 16; clergy, 17; municipalities, 36; rural committees, 30; landowners, 24; burgomasters of large towns, 20.
