Public anger over the delay of tho Government to hit Wk at Germany for the latter's wanton killing of helpless civilians by air raids is rising. It is expected, howover, that measures will shortly bo announced. The French, by way of reprisal, have bombed Baden, on the Rhine. .The Pope, pursuing his task of bringing the belligerent Powers to an issue over the pcaco terms, has addressed a Note to the Entento Powers staling that the enemy is prepared to evacualo Belgium and Northern France and grant Italy's territorial demands, and desires to know whether tho Entento Governments would like him to ascertain tho conditions of such evacuations,
