' SECOND PHASE OF GREAT OFFENSIVE
GERMANS ALARMED
AIR REPRISALS
PUNISHING RAIDS PROJECTED
A dispatch from Washington, emanating from official sources, announces that the second phase of the great Italian offensive is about to bcin. The Germans, alarmed at the success of the Italian operations, are sending the Austrians from Bukowina, Galicia, and France to reinforce their countrymen on the Izonzo. There is very iittlo news from Russia. It is believed that tho enemy is preparing an offensive in Northern Rumania. Tho Russian Democratic Congress has carried a resolution in favour of a Coalition Government. In the West the artillery duel has reached a terrific intensity on the British front, whiles on tho French front severe fighting has occurred on the "heights of the Meusc, at Hill 3(4. The ceasoless bombardments by naval air-squadrons operating on the Flanders, coast are being maintained with effective results. Public anger over the delay of tho Government to hit Wk at Germany for the latter's wanton killing of helpless civilians by air raids is rising. It is expected, howover, that measures will shortly bo announced. The French, by way of reprisal, have bombed Baden, on the Rhine. .The Pope, pursuing his task of bringing the belligerent Powers to an issue over the pcaco terms, has addressed a Note to the Entento Powers staling that the enemy is prepared to evacualo Belgium and Northern France and grant Italy's territorial demands, and desires to know whether tho Entento Governments would like him to ascertain tho conditions of such evacuations,
