TILE POLITICAL ELEMENT,

A statement regarding file work of {he reconstructed National Efficiency Board was made in'tlie House of Representatives yesterday by the Prime Mimster, who said ho thought it desirable to reply to the suggestion made in. certain quarters that tho board had becomo political or semi-political, and.that its usefulnesshad been .impaired accordingly."The non-political members of the board are .free to undertake whatever .inquiries they consider necessary or desirable under the order of reference, which has not been altered, said Mr. Massey. "Any recommendations or re- • ports to be made by the board shall bo submitted for the consideration of Sir Joseph Ward and myself. In the event of the Ministerial members of the. board not approving of the decisions arrived at by the five non-political members, a full meeting of the board, including the Ministerial members, shall be held at whicti the matters under consideration shall be discussed. In tho event of the chairman and the four district coninnsBionors adhering to their decision or making anv modified decision after such lull meeting, then they are to'be at liberty to submit to the Prime Minister such confirmed or meditied recommendations as they may approve, to be dealt with by the Government as it may deem desirable." . ■
