Amsterdam, September 18 In her 6peech at tho opening of the States-General, Queen Wilhelmina said that the prospects for the coming winter are unsatisfactory. The Netherlands continued to be ready to ward off possible transgressions cf neutrality. It was becoming continaally more difficult to supply the people with the i;ect*sariea of life and with raw mate-rial. Adequate tonnage for tho export and import trades was lacking.
