Its decisions must be countor-signed by tne Premier. The decree authorises the Goy-ernor-General to issuo binding orders for the niaintenance of important war interests. The international i cpresontauon of Poland and the right to enter into international agreements have ueon reserved for the occupying Powers. The Kaiser has informed tlio GovernorGeneral at "Warsaw that the .-upreme power will now be chiefly vested in the National Polish Government, and that the nation's rights and interests will be entrusted to a new extended State Council.
