THE TEUTONIC RULE IN POLAND
REGENCY' COUNCIL APPOINTED (Rec. September 18, 8.15 p.m.) London, September 18. A wireless Berlin official message an--1 nounces that Austria and Germany have decreed the croation of a regency /Council in Poland, consisting of three members appointed by the two Governments, to exerciso supremo power until that is taken over by a King or a Regent, and carry on with the permission of tJio two Powers legislating in co-opiiration with the State Council of the Kingdom. Its decisions must be countor-signed by tne Premier. The decree authorises the Goy-ernor-General to issuo binding orders for the niaintenance of important war interests. The international i cpresontauon of Poland and the right to enter into international agreements have ueon reserved for the occupying Powers. The Kaiser has informed tlio GovernorGeneral at "Warsaw that the .-upreme power will now be chiefly vested in the National Polish Government, and that the nation's rights and interests will be entrusted to a new extended State Council.
