Although Germany's plans for commercial and financial rehabilitation after the war have not been widely published outside the Umpire-perhaps not even definitely formulated by the German authorities—intimations of what these ■plans are have come to light from time to time (says the New York. "Evening Post"). Max Heller, an official of the great Siemens-Sliuckert Electrical Works at Berlin, recently submitted a plan, which possibly reflects the trend of German thought on the subject. . Among his eusrffestions were the following:— "Germany's available cargo space shall be put at the disposal of an Imperial Commission, not in its entirety, but only up to a certain percentage. Such cargo space should be entirely made <ver to purchasing companies, which enonld be created whero necessary by trade and industry. The import of raw material destined to be manufactured into export goods should have, preference. It :s not advisable to centralise all German credits abroad to a greater extent than the present oragnisation of the Foreign Bill Bureau provides for. The sole object of the centralisation would thus be to avoid sudden fluctuations of the exchange through a momentary flooring of the market with securities. The import of unnecessary luxuries shall »e prohibited, as also the manufacture of luxuries, except those which can be shown to meet a demand from abroad Special regulations shall provide for the use in home consumption of such substitutes as have proved their value during the war." ~ The oronmsations formed for .meeting war conditions are not .to be dissolved at once but are to continue their work under the War Office. The material they handle will be used, first to.eattafy the "demands of the authorities " *W**P surplus will be distributed to the trade.
