CHAEGE IN THE' LEGISLATIVE ;;. COUNCIL. • The working of the jury system a\ Napier and in Westland was the sub- 1 ject of a , motion moved in tho Legislativo Council yesterday. The Hon. T. MacGregor moved: That in the opiniou of the Council it is desirable that,the Government should cause full inquiry to J>e made into the working of the jury system on tho West Coast of the South. Island and in Napier. The mover said that attention had already been drawn to certain happenings on-the West Coast. His attention had' been drawn , to Napier, by references to the recent abortive trials in a case of manslaughter there. ."In connection with this matter," said Mr. HacGregor, "I have learned from an authoritative source that the administration of justice is so far.as trial by jury in criminal cases in-Napier-is concerned is extraordinarily, unsatisfactorily. I have learned that criminal trials in Napier are literally a farce, and that the cause of this is the existence in .Napier of what is practically a Tammany gang. I draw ,the attention of the Leader of the Council to.the fact that I have this from, an authoritative source.; ■ Sir Francis Bell: A member of the. family? ■■ '~ , . Mr.'.MacGrcKor:. The Hon. 0. Samuel said it was a fact that there had been three abortive trials in Napier in a manslaughter case, which had now been removed to Palmerston North. But he did not think.it right that a reflection ehould be cast upon a whole community like- Napier. The Hon. Sir William Hall-Jones 6aid thero was no representative of the West Coast in the Council and the reflection cast upon the citizens ■~ of that part of the South.
