• o CONDITIONS AND LAWS OP THE GAME. A special meeting of tho council of the New Zealand Rugby Union will be held on October 5, to enable tho following matters to be discussed by delegates:— 1. Our relations with tho English Rugby Union.: (a) Tho "out-of-touch" feeling; (b) tho need for adequate representation; (c) a moro Imperialistic attitude by tho International Board in England. 2. The absolute necessity for a revision of rules particularly as regards professionalism and tho laws of tho game. 3. The present position of local unions: (a) Financial conditions; (b) the need for resumption of interprovincial matches immediately after tho war; (e) tho desirability of mutual assistance. 4,. Suggestions from the various unions for the betterment of the game as a wholo. Tho following motions, notice of which has been given by the Canterbury Rugby Union, will also bo considered:— Eules as to Professionalism.—(l) That as tho English Rugby Football Union's professional rules were framed to suit conditions prevailing in England many years ago, and as many of thos.o rules are not adaptable to the conditions at present obtaining in New Zealand, anU do not satisfy those new necessities which have arisen through tho war, this conference of delegates from unions affiliated to the N.Z.R.U., whilst maintaining those fundamental principles of amateurism as laid down by the English Rugby Union in Rule 2 (la) and Rula 2 (2a), is emphatically of opinion that tho time has arrived when tho N.Z.R.U. should have vested in it tho powers to formulate such additional rules concerning professionalism as .shall he more in keeping with local requirements. 2. That tho executive be requested to instruot its secretary to mate an immediate application to tho English Rugby Union for a further delegation of powers in connection with the rules concerning professionalism as determined upon by this conference. 3. That immediately on receipt of tho English Rugby Union's reply to this request, the secretary of tho N.Z.R.U bo instructed to forward a copy of such decision to each affiliated union.
Ro Constitution.—t. That the N.Z.R.TJ. take steps, to secure direct representation on tho English Rugby Union and on tho International Board.
Laws of the Game—s. Knocking-on and throwing forward: That provision be made that a player may recover a knock-on by catching tho ball before it reaches the ground. G. That Clause (k) of Rule 11 bo altered to read: "Not in a scrummage crosses an imaginary lino drawn through tho back rank of his own side of tho scrummage and parallel witli tho goal line." 7. That in line-out play the advantage rule be strictly applied. Delegates present are to havo the right: to suggest any alterations to the laws of tho gamo other than thoso brought forward above.
STATE DEPARTMENTS AT PLAY. A match between tho Health and Valuation Departments and tho Government Statistician Department resulted in a, win for .tho Health and Valuation by 21 to VI. For the Statistician Oftico Hamilton, Smith, Bell, and Hayson each scored one try. For Health and Valuation Hoskin scored three tries, Wilton one, Hurley one. and Groan one. Duncan converted three of tho tries.
