LORD MAYOR OFFERS PROPOSALS The lord Mayor of Sydney (Alderman E. D. Moagher, M.L.C.), in tho role of mediator, between the parties, wrote to Mr. Fuller on September !:— "My Dear Mr. Premier,—ln view of the impasse which has now been reached in regard to a solution of the present industrial paralysis, containing all tho elements of social disruption, if not civil war, I have, in an earnest desiro to promote peace and avert disaster, to 6ubmit to you proposals which I havo simultaneously forwarded to the Strike' Defence Committee. N "Tho proposals are:—• "(1) That the men must get back to work on the conditions existing at Eveleigh and Kandwick; on August 1. "(2) That under the operation of the card system every shall evory day have the opportunity of inspecting and initialling his card relating to tho previous day's woik. ' '(3)' That simultaneously with tho resumption of work a Judge of the Arbitration Court inquire into industrial grievances of the men in the employment of tho Railway Commissioners, and that the Arbitration Act be at onco amended so as to prevent the Judge in sueu >aquiry being trammelled by technicalities —thus having-full and free power of investigation into the methods of administration operating in the Railway Department. • "(i) For purposes of continuity, that the 6ame, Judge shall at tho end of three months, whether his labours are completed or not on the issues raised by tho preceding paragraph,, immediately commence an investigation into tho operation of the oard system. "(5) (a) That where the number of men on strike exceeds tho positions available, the men so excluded shall have a preferential claim to employment in the event of vacancies occurring or additional hands being required, (b) That
