" SCHEME OF IMPROVEMENT. By Telegraph—Press Association. Gisborne, September 3.. The harbour Board, after considerable discussion,' decided to-day to pay the engineer and secretary (ilr. J. 1:. H Donald) six mouths' salary, in lieu of notice. The board lias made arrangements with Mr. Leslie Eeynolds to supply a report on the best means of relieving the sat problem.-of tho inner harbour, at a feo of 100 guineas, and a further report on the outer harbour scheme at a feo of 400 guineas. ■
