THE FINANCE BILL

COMMITTED STAGE THIS WEEK. Tho Finance Bill, which was put through the second reading stage last week, will lie taken in committee this week. The firm .tone used by the Minister of Finance in closing tho second reading debate will not encourage members to move amendments, but the House is likely to be, divided on some points, including the tea tax. The Minister has indicated that he will -introduce certain amendments, including an alteration of the incidence of tho cigarette tax. The penny per packet 'added to the price of cigarettes after the imposition of the increased duty represents considerably more than tho actual added duly, and the Minister aims now at taking the whole penny without giving wholesalers and retailors any excuse for raising their prices farther. Apparently this can be done by means of a cigarette war stomp.
