Cable Assn. (Ree. August 29, 7.30 p.m.) London, August 2S. Delegates from Prance, Russia, Italy, Greece, Portugal, Belgium, and South Africa are present at the Socialist Conference. Mr. Arthur Hewlerean, in his opening address, declared that momentous issues depended on its decisions. Tho speeches of the French delegates indicated wide differences on many important points, notably on the Stockholm Conference. They declined representation on tho commission which the conf eronco appointed to deal with this subject. A commission wae also appointed to deal generally with the question of peace terms—Aus.-N.Z.
